How to prevent downtime at my petrol station

Ask is Petrotec's answer for making sure your petrol station is monitored, while fulfilling complementary technical instruction MI-IP 04, in Spain.

 

What is regulation IP04?

The BOE published the Royal Decree 706/2017, of 7 July, approves complementary technical instruction MI-IP 04 "Vehicle supply facilities”, in Spain.

This regulatory amendment, which comes into force this coming 2 November of 2017, aims at improving the regulating of safety at vehicle supply facilities while taking into account technological advances developed in the last few years, the risks of unattended facilities as well as the risks of contamination caused by fuel leaks in tanks and pipes.

 

Is your petrol station compatible with Regulation IP 04?

The new regulation calls for compliance with a few items. Within the regulation, we highlight the following:

- For petrol stations with an annual sales volume of up to three million litres, there is no need to replace tanks and piping with a double wall; however, such stations shall install an early-warning leakage detection system.

- Specific conditions that need to be implemented by unattended petrol stations, such as including an emergency stop switch that allows the shutting off of power, control via security cameras, regular leakage-detection and environmental protection, connection to an alarm switchboard, and additional requirements for petrol stations providing biofuel.

- Using a two-way communication system to connect to a self or externally controlled centre, which not only conducts monitoring, but also allows for requesting help, conveys instructions and provides assistance during incidents and emergencies.

- Emergency stop switch, visible, marked and protected against accidental activation.

- Every unattended spot shall provide automatic fire detection and extinguishing equipment.

- Monitoring system with remote access from the control centre, for receiving alarms and supervising the facility's main equipment; such equipment shall comprise, at least, an emergency stop switch, fire detection and extinguishing systems and the mechanical facility's leakage detection systems.

 

While at Spain, what is the timeframe for adapting?

a) Facilities over forty years old: Three years.

a) Facilities over thirty years old: Five years.

a) Facilities over twenty years old: Seven years.

d) For all other facilities: Nine years.
